AB-1575 Lanterman Developmental Disabilities Services Act

AB 1575 proposed replacing “consumer” terminology while maintaining individualized regional-center planning.

What happened

The September 4 enrolled AB 1575 would substitute “person eligible for regional center services” for “consumer” across the Lanterman Act, with related terminology and gender-language updates. The proposal reaches statutory references used in regional-center administration, service planning and communications. It remained pending as of September 5; a new label would not itself establish that an individual qualifies for a particular service.

The retained proposed Section 4512 describes developmental disability by onset before 18, indefinite duration and substantial disability, with specified conditions and related qualifying disabilities. It separately addresses provisional eligibility for some children under five, reassessment and continuation criteria. Services and supports are determined through the individual program plan with attention to needs and preferences, options, effectiveness and cost-effectiveness. Terminology revisions in forms and systems therefore need to preserve eligibility, individualized planning and service-authorization distinctions rather than substitute a naming change for those decisions.
