AB-175 Developmental services: community placement plans and community resource development plans

AB 175’s September 1 proposal recasts community resource development planning and preserves staged and funding conditions.

What happened

AB 175’s September 1 enrolled proposal would recast regional-center community placement planning as community resource development planning, with replacement planning and guideline provisions proposed for October 1, 2026 if enacted. The framework uses person-centered planning, culturally and linguistically appropriate services, community input and provider-directory data. Proposed funding requests require quantitative justification, monitoring and outcome plans, with DDS review, negotiation and approval and quarterly project-progress reports. The original history establishes August 31 concurrence; a later presentation or signature is outside this edition.

The proposal preserves individualized planning and related safeguards rather than making a community resource plan an individual service authorization, and does not alter or waive existing agreements and funding documents. It contains conditional coordination with AB 2414 requiring both enactments and the specified effective/operative and enactment order. A separate provision proposes 1.5 million dollars from the Federal Trust Fund for early-intervention federal grant awards, available through June 30, 2027. The budget-related immediate-effect clause would matter if the bill became law; it does not establish enactment by September 5.
