AB-1811 Health professionals
Sep 6, 2026 edition · GC-2026-0067 · Published 2026-09-06 · Version 2 · Proposed
AB 1811 proposed a broader shortage-area definition and changes to professional workforce data collection.
What happened
The September 3 enrolled AB 1811 would define health professional shortage areas through January 1, 2035 to include HCAI-designated areas, current federal designations and areas federally designated on January 1, 2025 even if that federal status later ended. HCAI could revoke designations under the stated process. This proposed definition would apply to state references to federally recognized shortage areas. It remained pending as of September 5, so eligibility programs could not treat the proposal as an enacted expansion.
The bill also addresses workforce data at license issuance and at least biennially, adds inpatient/outpatient hours and sliding-fee information, and changes board transmission to HCAI from quarterly to monthly. Individual responses would not become a renewal condition or a basis for discipline, and confidentiality and aggregate-release safeguards remain. The speech-language pathology/audiology/hearing-aid board has an issuance-data exception until July 1, 2027. Additional midwifery-data provisions depend on both bills’ enactment and timing under the specified SB 1271 coordination clause.

Monitor disposition, identify programs using shortage-area definitions and compare data workflows with the final enacted text before revising eligibility or collection rules.
