AB-1973 Abortion: authorized procedures

AB 1973 proposed removing the first-trimester restriction while retaining clinician authority, training and scope safeguards.

What happened

The August 27 enrolled AB 1973 would remove the first-trimester restriction from the specified abortion authorization and align nursing and physician-assistant provisions. A practitioner would still need a valid, unsuspended license or certificate authorizing the procedure under the applicable practice act. The proposed training requires clinical and didactic components; exclusively online or simulation-only programs without mandatory direct-patient-care hours would not qualify. These changes were still pending as of September 5.

Nurse practitioners and certified nurse-midwives would remain within their education, training and standards of care. For procedural abortions beyond the first trimester, they would need written consultation, collaboration, referral and transfer procedures meeting the specified physician/system arrangements; the provision does not authorize surgery. Qualified nurse practitioners have the stated nonsupervision route, while physician assistants retain supervising-physician authority, competency validation and practice-agreement requirements. Removal of the trimester limit would not create unrestricted procedural privileges.
