AB-2041 Emergency medical services
Sep 6, 2026 edition · GC-2026-0072 · Published 2026-09-06 · Version 2 · Proposed
AB 2041 proposed a January status report for agencies that had not met the existing prearrival-instruction requirement.
What happened
The August 30 enrolled AB 2041 would require a qualifying public safety agency that was not providing medical prearrival instructions by January 1, 2027 to report compliance status to its local EMS agency by January 31, 2027. The proposed report supplements the January 1 readiness requirement; it does not extend that requirement. Covered 911 medical instructions include airway/choking, AED/CPR, childbirth, bleeding control, epinephrine and naloxone. The reporting amendment remained pending as of September 5.
An agency may meet the instruction requirement through a contract with another public safety agency, and the instructions require local EMS medical-director approval and consistency with agency protocols. Agencies already providing approved instructions need not update policies solely under this section. Merely dispatching peace officers who may administer first aid or CPR does not constitute the specified emergency-medical call-processing service. These distinctions determine whether an agency would owe the proposed status report.
