AB-2150 Emergencies: personnel: training requirements: opioid overdose reversals
Sep 6, 2026 edition · GC-2026-0073 · Published 2026-09-06 · Version 2 · Proposed
AB 2150 proposed employer-paid naloxone training tied to required CPR certification, with documented equivalent-training credit.
What happened
The August 30 enrolled AB 2150 would require California employers that require employee CPR certification to add an EMSA-approved online naloxone module and pay its costs. The module would be separate from the CPR curriculum and cover overdose recognition, response and administration of naloxone or other FDA-approved opioid antagonists. EMSA’s proposed role is training-content approval, not employer-compliance administration or ongoing monitoring. The bill remained proposed at the September 5 cutoff.
A documented certification or training program that EMSA determines meets or exceeds those standards would satisfy the requirement without a separate module. Clinical staffing or internal medication policies alone would not exempt an otherwise covered employer. Training is for preparedness and creates no independent employee duty or authority to administer naloxone; scope, medication and delegation law remain. The proposal also preserves broader or more protective requirements adopted by the identified agencies and does not establish compliance with those other rules.
