AB 2341 changes local-agency emergency translation calculations immediately

AB 2341 immediately changes local emergency-translation calculations using two different population thresholds.

What happened

AB 2341 became Chapter 170 on August 31 with an urgency clause taking effect immediately. Government Code 7299.7 requires emergency-information translation when at least 5 percent of the jurisdiction’s population speaks English less than very well. It then requires translation into each language spoken by at least 5 percent of that limited-English population. The second threshold uses a smaller, specifically defined denominator rather than all residents.

Local agencies must use American Community Survey data or an equally reliable source, reassess every five years, and provide translated information that is as comprehensive, actionable and timely as English information. The law encourages culturally competent community participation and defines local agencies as cities, counties, cities and counties and their departments. A separate state sampling/reporting process begins January 1, 2027. That later oversight date does not defer the urgency law or impose the local-agency duty on every private hospital or provider.
