AB-2150 Emergencies: personnel: training requirements: opioid overdose reversals

AB 2150 proposed employer-paid naloxone video training for employees required to obtain CPR certification.

What happened

AB 2150’s retained enrolled proposal would require California employers that require employee CPR certification training to also require an EMSA-approved online naloxone-use module and pay its cost. The module would be separate from the CPR curriculum and cover overdose recognition, response and proper administration. As of the September 19 cutoff, this remained a proposal; it established no new immediate employer training deadline during the edition’s coverage.

Existing CPR, first-aid or other training could satisfy the proposal if EMSA determined it met or exceeded the standards and the employer kept documentation. EMSA’s assigned role concerns content approval, not ongoing administration or enforcement of employer compliance. The text says training creates no independent duty or authority to administer naloxone and does not expand medication or professional scope. Existing clinical staffing alone would not exempt a covered employer, and more protective requirements could still apply. These conditions distinguish preparedness training from permission to perform a clinical task.
