AB-2343 Alcohol and other drug programs: consumer protection platform

The September 18 veto ends AB 2343’s proposed platform condition for private substance-use treatment providers.

What happened

Governor Newsom’s signed September 18 message returns AB 2343 without his signature. The proposal would have required DHCS to designate or design a public consumer-protection platform, with participation as a licensing or certification condition when sufficient funding was secured. It exempted specified Medi-Cal, DHCS and county-contracted programs and facilities and those receiving state, county or federal substance-use-disorder funding, while allowing voluntary participation. The veto means the proposed platform condition did not take effect.

The Governor called the proposal duplicative because California had launched the free, confidential Treatment Atlas in 2023 to help people compare addiction-treatment options. His message states that the 2026 Budget Act supplied additional funding for DHCS to continue that platform through September 30, 2027 and cites the existing service as a reason the bill was unnecessary. The statement explains the veto; it does not convert the unsuccessful proposal into a new facility reporting or licensing obligation. Existing program requirements remain governed by their own authority.
