DHCS seeks youth data-sharing toolkit comments by September 9
Sep 20, 2026 edition · GC-2026-0047 · Published 2026-09-20 · Version 2 · Draft
DHCS’s September 9 youth data-sharing toolkit feedback period has ended; the retained announcement establishes no new disclosure permission.

What happened
DHCS’s August 31 stakeholder update announced a draft Children and Youth Data Sharing Authorization Guidance toolkit and requested written feedback through September 9. That announced date had passed by the September 19 coverage cutoff. The update describes a draft intended to help care partners understand consent and information-sharing rules across behavioral health, physical health, social services, housing and other sectors. It does not announce that the draft became final when the feedback period ended.
The announcement says the toolkit builds on earlier DSAG resources and uses real-world scenarios and workflows to explain when consent may be required and which state and federal laws apply. It invited direct document comments and emailed responses. The retained source is that announcement, which does not establish the detailed legal treatment of an individual scenario. Existing privacy and consent requirements therefore remain the basis for disclosure decisions while organizations monitor DHCS for final guidance or a separately announced opportunity to provide additional input.
