California changes the deadline for updating an adult community care facility email address

SB 1410 changes email-address update notices to 12 business days for the specified adult-care licensing provisions.
What happened
SB 1410 became Chapter 327 on September 18. It amends four Health and Safety Code provisions governing email addresses of record for adult community care and specified residential care applicants and licensees. Written notice of an address change must be provided to the department within 12 business days under the enacted text, replacing the prior 10 business-day period. Ordinary commencement is January 1, 2027, so the signature identifies the future rule rather than immediately resetting an individual facility’s September deadline.
The amended residential-care-for-the-elderly application section contains other duties and reporting periods, which must not be collapsed into the email-change rule. Ownership, control, application information and other notices retain their separate statutory treatment. Maintaining a reliable email address also remains important for regulator communications even when the formal change period is longer. A facility should therefore identify the licensing provision that applies to it and update the specific email-change workflow without assuming every licensing update now uses 12 business days.

Prepare the email-address checklist for January 2027 commencement, identify the applicable facility licensing provision and written-notice owner, and keep other licensing-change periods separate.
