California expands Covered California plan options and application intake

AB 1907 adds household and eligible Indian plan options and complete-application intake from July 1, 2027, while retaining enrollment and notice conditions.

What happened
AB 1907, chaptered September 14, changes Covered California’s transition-enrollment process in stages. From July 1, 2027, receipt of a qualifying electronic account or a complete insurance-affordability application through the Statewide Automated Welfare System triggers enrollment for individuals determined eligible for Exchange financial assistance. The Exchange determines the applicable option: the lowest-cost silver plan, a plan covering other members of the modified adjusted gross income household, the lowest-cost plan for an Indian eligible for the specified reduced cost sharing, or an available prior managed-care plan supported by the required information.
The new options do not make enrollment unconditional or remove the individual’s choice. The notice must arrive before the effective date and explain the selected plan, alternative selection and assistance, the right not to enroll, appeal information and steps to effectuate coverage. A premium cannot be due before the last day of the first enrollment month; a no-premium plan requires opt-in instructions. Separate amendments for policy years beginning January 1, 2027 preserve state open-enrollment and coverage-effective-date rules except where inconsistent with the cited federal rule, in which case that federal rule controls. The existing and July 2027 versions of Government Code 100503.4 therefore need separate implementation checks.
