AB-1930 Abortion or gender-affirming health care services: subpoenas, discovery requests, or other requests for information
Sep 27, 2026 edition · GC-2026-0069 · Published 2026-09-27 · Version 2 · Final
AB 1930 was signed September 26, replacing its pending status with an enacted protected-care legal-process notice framework.

What happened
Governor Newsom’s September 26 announcement lists AB 1930 among the bills he signed, and Chapter 468 records approval and filing that day. The enacted text requires covered persons and entities conducting business in California to notify the Attorney General at least seven business days before producing records in specified legal-process investigations concerning legally protected abortion or gender-affirming health care. A shorter federal-law or federal-obligation response period, including a contract, grant requirement or Medicare participation condition, changes that timing: notice must be given no later than contemporaneously with production. Ordinary commencement is January 1, 2027; signature does not make the notice duty immediately operative.
The notice requirement has four alternative exceptions: a competent court’s order, a California state or local agency’s request, an attestation meeting the statutory conditions, or protected-care information that is merely incidental to the investigation. The statute specifies permissible attestation grounds and allows reliance on its representations. It also authorizes Attorney General intervention and enforcement, with distinct penalties for false attestations and specified culpable violations. The framework is therefore a qualified legal-process control rather than a universal prohibition on record production. The edition’s implementation discussion also appears in GC-2026-0125.
