AB-2343 Alcohol and other drug programs: consumer protection platform
Sep 27, 2026 edition · GC-2026-0075 · Published 2026-09-27 · Version 2 · Withdrawn
The September 18 veto closed AB 2343’s proposed treatment-facility consumer-platform requirement.
What happened
Governor Newsom vetoed AB 2343 on September 18, so its proposed treatment-facility and program participation obligation did not take effect. The bill would have required DHCS to designate or design a public consumer-protection platform for licensed or certified alcohol and other drug treatment providers. Participation as a licensing or certification condition depended on DHCS determining that sufficient funding was appropriated or otherwise secured to cover participation costs. The proposal exempted programs and facilities contracted for Medi-Cal treatment, contracted with DHCS or the specified county behavioral-health or substance-use-disorder agencies, or receiving state, county or federal substance-use-disorder program funding; those entities could participate voluntarily. Those proposed conditions describe the vetoed design rather than a new platform-compliance requirement.
The signed veto message calls the measure duplicative of existing efforts. It states that California launched the free, confidential Treatment Atlas in 2023 to help people find and compare addiction-treatment options, and that the 2026 Budget Act supplied additional DHCS funding to continue it through September 30, 2027. The Governor cited that existing platform and funding as reasons the bill was unnecessary. The veto leaves no new licensing sanction or future implementation obligation under AB 2343.
