AB-2562 Alcohol or other drug recovery and treatment programs and facilities: suicide prevention

AB 2562 proposes suicide-prevention plans for licensed residential facilities and certified programs, with a separate DHCS rulemaking deadline.

What happened

AB 2562 proposes adding suicide-prevention plans to the requirements for licensed alcohol/drug recovery or treatment facilities and certified programs. A certified program would include the plan in its operations manual; a licensed facility would develop a plan under the separate license provision. DHCS could implement the latter requirement through a bulletin or all-county/all-provider letter after stakeholder input pending regulations, with rulemaking by January 1, 2031. That agency rulemaking date is not a statement that providers may defer every applicable safety duty until 2031.

The proposed additions sit within a broader existing service framework, including admission/discharge and client-rights procedures, relapse planning and overdose preparedness. Those surrounding provisions should not all be described as newly created by the suicide-plan proposal. The text also retains separate withdrawal-management and detox-only transition language with its own timing. For this September 20–26 account, a proposed plan requirement is not a final DHCS implementation instruction, and the additions do not specify detailed plan contents or a separate provider implementation date. Teams should track the final requirements and actual DHCS implementation.

Why it matters

Licensed facilities and certified programs have different statutory locations for their plans, and agency rulemaking timing differs from current safety responsibilities.
