What happened

AB 2341 became Chapter 170 on August 31 as an urgency statute effective immediately. Government Code 7299.7 first asks whether at least 5 percent of the local jurisdiction’s population speaks English less than very well, using American Community Survey data or an equally reliable source. If that threshold is met, emergency information must be supplied in English and each language accounting for at least 5 percent of the jurisdiction’s population that speaks English less than very well. The second calculation therefore uses that limited-English population as its denominator.

The local agency must reassess the language data every five years and provide translated information as comprehensive, actionable and timely as English information. It should endeavor to use culturally competent community members and fluent native speakers where feasible. The statute defines local agency as a city, county, city and county, or their department, and emergency response services as police, fire or EMS; it does not impose this specific duty on every private hospital. It preserves Emergency Services Act responsibilities and allows broader local standards. A separate state sampling survey starts January 1, 2027 and recurs every three years.
