What happened

The FCC’s August 31 notice summarizes its Third Further Notice of Proposed Rulemaking for the Rural Health Care Program. It seeks comment on comparable rural areas and similar services, possible changes or alternatives to cost studies for rural telecommunications rates, and burdens of the supporting evidence. Initial comments are due September 30 and replies October 30 in WC Docket 17-310. Both dates remain future at the September 26 coverage end, and the notice’s proposed status does not change current funding or procurement requirements by itself.

The notice also asks about lower-cost backup technologies, a program eligible-services list, funding-request processing metrics, elimination of USAC approval for evergreen contracts and an annual Healthcare Connect Fund report. These are distinct proposed service and administrative changes, not already granted exceptions or a new entitlement for every technology purchase. The stated policy aims are lower burdens and costs while protecting program funds against waste, fraud and abuse. Applicants can use actual service needs and administrative experience to evaluate the proposals while continuing existing procedures pending authoritative final action.
