California changes the deadline for updating an adult community care facility email address

SB 1410 sets a 12-business-day written email-address change notice for the covered adult and residential community-care licensees.
What happened
SB 1410, chaptered September 18, changes the written notice period for an email address of record to 12 business days in the covered adult community-care and residential-care licensing provisions. Applicants and licensees must maintain an email address with the department and notify it in writing of that address and a change. The bill amends Health and Safety Code 1509.56,1509.6,1568.023 and 1569.15; under the ordinary constitutional effective-date rule, implementation begins January 1, 2027.
The email clock does not replace every other licensing-update period. Section 1569.15 retains a general 30-calendar-day update rule unless a shorter period applies, as well as specified annual,30-day and six-month rules for information about out-of-state facilities. Its distinct email subdivision uses 12 business days. The same section preserves material-information, disciplinary-disclosure and licensing consequences. Facilities need a written-notice record and a business-day calculation tied to the email change, while keeping ownership, disciplinary and other application changes on their separate schedules.

Why it matters
A single generic licensing-change deadline can miss the email rule or incorrectly delay a more urgent disclosure.
Recommended action
Update the January 1, 2027 licensing checklist for the four covered provisions, assign address ownership and written-notice retention, and keep business-day email tracking separate from other application-information clocks.
