AB-1930 Abortion or gender-affirming health care services: subpoenas, discovery requests, or other requests for information

This AB 1930 proposal remains closed as a duplicate of enacted-law finding GC-2026-0125; the September 26 chaptered text supplies the implementation reference.

What happened

The proposal entry remains closed because the enacted AB 1930 development is already tracked in GC-2026-0125. The official chaptered text records approval and filing on September 26, 2026, before this October 4 issue. Its legal-process provision addresses requests in investigations concerning abortion or gender-affirming care that qualifies as legally protected health care under California law. For covered California-connected recipients, it establishes notice to the Attorney General and a production waiting period, generally at least seven business days, with specified exemptions and accommodations for shorter federal obligations. Closure of this duplicate does not remove that final-law implementation work.

The final text makes the scope and exceptions material to that work. Court-ordered requests, California state or local agency requests, qualifying attestations and records merely incidental to an investigation can fall outside the notice requirement. A federal law or obligation requiring a shorter response permits contemporaneous notice rather than an unsupported refusal to comply. These provisions belong in the review of the retained enacted-law finding, rather than a second proposal workflow. The September enactment is distinct from commencement: the ordinary constitutional effective-date rule places this nonurgency measure on January 1, 2027. This closed record therefore serves as the historical cross-reference while GC-2026-0125 carries the substantive preparation.
