HHS announces Do Not Pay matching for grant payments

HHS’s grant-payment matching notice compares Payment Management System payees with Treasury Do Not Pay records. Its October 2 comment date has passed by this edition; a potential match requires grantor review and does not automatically establish ineligibility or a Medicare claims rule.

What happened

HHS’s September 2 Privacy Act notice establishes an agency-wide matching program for HHS grants paid through its Payment Management System. The comparison with Treasury’s Do Not Pay Working System is intended to identify and prevent improper payments and support related recovery activity. The notice states effectiveness 30 days after publication and a program end of September 10, 2029. The published October 2 comment deadline has passed as of this October 4 edition; this article retains the program for operational assessment without presenting that comment opportunity as still open.

The matching uses applicable identifiers, potentially including names, taxpayer numbers, Unique Entity Identifiers, NPIs, addresses and payment-related data, drawn from the listed systems of records. A potential match is returned to the submitting HHS system with the relevant source database identified; the grantor then reviews the information to decide whether further action is needed. A no-match response is also contemplated. The notice describes the statutory and OMB waiver framework for this matching program. A match is not itself an automatic adverse determination, and the scope is HHS grant payments rather than a general edit to Medicare claims.

Why it matters

Grants teams may need to resolve payee-identity or eligibility inquiries and retain supporting payment evidence. Separating potential matching from a final grantor decision avoids treating a data flag as a proven improper payment.
