SB 1302 changes nursing medication-order authority, education and credentialing requirements

SB 1302 changes nursing medication-order, program-education and credentialing provisions with distinct milestones. The law recognizes additional order sources within professional scope, addresses clinical and simulation training, and provides conditional out-of-state NP transition recognition plus later BRN and renewal duties.

What happened

California enacted SB 1302 on September 20 as Chapter 429, with general provisions under the ordinary January 1, 2027 effective-date rule and separate later requirements. It expands the registered-nursing medication language to orders from nurse practitioners and certified nurse-midwives and direction by an advanced practice registered nurse to the extent allowed by that professional’s scope. Nursing education changes address board-approved programs, public listing, inspection criteria, simulation standards and conditional clinical-hour adjustments. The measure does not turn every medication instruction or simulated placement into an authorized nursing practice or approved clinical experience.

For nurse practitioners seeking the specified independent-practice pathway, the law permits qualifying transition-to-practice experience from another state and directs BRN to identify states meeting the California-equivalent standard by January 1, 2028. Existing education, experience and scope conditions remain relevant; recognition is not automatic merely because someone practiced elsewhere. Beginning January 1, 2029, BRN must require renewal proof documenting the applicable continuing education during the relevant period. The broader measure also addresses furnishing-number applications and other board and education provisions, so credentialing, school agreements and renewal systems require separate implementation owners and dates.

Why it matters

Medication policies, education contracts and NP credentialing can rely on different parts of the same statute. A single implementation date or blanket acceptance of out-of-state experience would miss the stated conditions and later board duties.
