California changes the deadline for updating an adult community care facility email address
Oct 4, 2026 edition · GC-2026-0115 · Published 2026-10-04 · Version 2 · Final
SB 1410 changes covered community-care email-address notifications to 12 business days. The final text preserves an address of record and written notice and applies corresponding wording across specified adult, residential and elderly-care licensing provisions.
What happened
California enacted SB 1410 on September 18, amending several community-care licensing provisions under the ordinary January 1, 2027 effective-date rule. Health and Safety Code sections 1509.56 and 1509.6 require adult community-care applicants or licensees to maintain an email address of record and notify the department in writing of the address and a change within 12 business days. The amended residential-care provision in section 1568.023 uses the same written-notification period. The change concerns the licensing address of record rather than a general deadline for all organizational email updates.
Section 1569.15 retains the broader application and change-reporting framework for residential care facilities for the elderly and separately places email changes on the 12-business-day clock. Other applicant-information changes retain their own periods, including specified 30-calendar-day duties and different rules for certain out-of-state facility information. A licensee with several facilities may also have distinct consolidated-notice provisions. The email rule therefore needs its own trigger and evidence without replacing every other licensing-change deadline.

Why it matters
Regulatory messages can be missed when an address changes without a licensing update. A calendar-day rule applied to every field would obscure the specific business-day requirement and the different periods still governing other information.
Recommended action
Update the covered facility’s licensing checklist for January 1, 2027 and assign ownership for written email-address changes within 12 business days. Retain proof of submission and monitor the address of record. Keep other applicant and facility-change deadlines separate.
