USPS requires barcodes on Free Matter parcels October 4
Oct 4, 2026 edition · GC-2026-0050 · Published 2026-10-04 · Version 2 · Final
The USPS Free Matter parcel barcode rule takes effect on this edition’s date, October 4. Outbound and return parcels require both specified Intelligent Mail barcodes; the handling-fee exemption does not remove commercial-mailer exposure to other noncompliance fees.

What happened
USPS’s September 1 final rule becomes effective October 4, 2026, requiring Free Matter parcels for eligible blind or physically disabled users to bear an Intelligent Mail package barcode and an Intelligent Mail matrix barcode. The amended DMM requirement expressly covers outbound and return parcels and specifies unique barcode preparation under the cited standards. USPS describes tracking, processing visibility and appropriate hazardous-material service codes as purposes of the change.
The rule also clarifies that Free Matter pieces are exempt from the Hazmat Handling Fee. Commercial mailers remain subject to the Hazmat Noncompliance Fee for undeclared or improperly labelled hazardous material and the Package Quality Noncompliance Fee for failure to meet the unique-barcode requirements. These are separate fee and preparation questions: free postage or a handling-fee exemption does not establish that a commercial parcel meets barcode or hazardous-material standards.

Why it matters
Assistive-service and fulfillment teams using this category need compliant labels for both directions of shipment on the issue date. Vendor assurances should address the actual barcode and service-code requirements rather than only the postage category.
Recommended action
Determine whether the organization uses Free Matter parcels and validate October 4 outbound and return labels, barcode uniqueness and applicable hazardous-material codes with the fulfillment vendor. Confirm which commercial noncompliance fees remain possible and retain the label-validation evidence.
