CMS seeks comments on Medicaid reporting, health outcomes and OPPS collections

Three CMS notices invite comments on different information collections, with November 6 and December 4 deadlines. They concern state Medicaid reporting, OPPS pass-through applications, Medicare Health Outcomes Survey data, and qualitative agency feedback, rather than one new provider filing requirement.

What happened

The October 5 notices seek comments through December 4 on revisions to CMS-10722, the annual state value-based-purchasing supplemental-rebate report; CMS-10008, OPPS transitional pass-through applications; and CMS-10203, the Medicare Health Outcomes Survey. The state report revision adds Puerto Rico and revises the annual report. The OPPS collection supports eligibility and payment decisions for drugs, biologicals, and radiopharmaceuticals, while HOS measures longitudinal beneficiary-reported health and functioning. These are separate collections with different respondents and uses, despite sharing the comment date.

The October 7 OMB-review notice instead sets November 6 for comments on CMS-R-284 T-MSIS revisions and CMS-10415 qualitative service-delivery feedback. It describes Medicaid immigration-status and termination-reason value changes and a transaction value for per-member-per-month home-health payments, alongside technical updates. The generic-feedback collection would be reinstated with changes. These PRA opportunities address the proposed information collection and burden; they do not alone establish a universal November 6 provider submission or a final change in benefit eligibility. Affected parties must identify the relevant collection and its actual notice rather than combine the two comment periods.

Why it matters

These are PRA collection notices, including state VBP reports, OPPS pass-through applications, the Medicare Health Outcomes Survey and T-MSIS. A comment deadline is not a new provider implementation deadline.
