OHCA proposes four hospital infection measures; comments due November 8
Oct 11, 2026 edition · GC-2026-0317 · Published 2026-10-11 · Version 3 · Proposed
OHCA proposes four hospital infection measures using existing public CDPH or CDC data. Its October 9 notice schedules October 14 discussion and November 8 comments, separating the proposed update from the quality/equity measure set already adopted in April 2025.

What happened
OHCA's October 9 notice opens comments on adding healthcare-associated infection measures to its quality and equity set. The Advisory Committee is scheduled to discuss the proposal October 14 at 10 a.m., with both in-person and virtual participation. Written comments must reach the Office by 5 p.m. November 8. The notice describes publication and consultation on a proposed update, rather than final adoption of the additional measures.
The accompanying memo proposes Clostridioides difficile infection, catheter-associated urinary tract infection, central line-associated bloodstream infection, and methicillin-resistant Staphylococcus aureus measures. It links the proposal to patient-safety monitoring while hospitals work toward spending targets and to alignment with other state initiatives. OHCA says it will use publicly reported CDPH or CDC results to build on existing reporting. The proposal therefore concerns adding performance measures; the memo does not establish a separate new provider data-submission process for these four measures.

Why it matters
OHCA plans to use publicly reported CDPH or CDC data. The proposal adds performance measures, without establishing a parallel provider submission requirement. Its table covers general acute-care and children’s hospitals; acute psychiatric hospitals are not marked for these four measures.
Recommended action
Quality and infection-prevention owners should compare public data with internal surveillance and assess optional comments. Continue existing HAI reporting and distinguish this proposal from an adopted measure set. The statewide Cal-HQ prevention goal is not an individual hospital quota.
