SB 1047 extends neurodegenerative registry authority

SB 1047 adds frontotemporal degeneration to California's neurodegenerative registry framework and extends the chapter to January 1, 2032. Reporting still depends on designated conditions, advance department notice and prescribed formats, and the program remains limited by available funding.

What happened
California enacted SB 1047 on September 30 as Chapter 1000. Amended Health and Safety Code section 103871 expressly includes frontotemporal degeneration alongside ALS in the incidence-and-prevalence collection system, and adds other dementias to the nonexclusive disease examples. The department must designate reportable diseases and provide the specified website, association, and Medical Board notice at least 90 days before requiring information. The chapter now sunsets January 1, 2032 rather than its prior 2028 endpoint. Those enactment and sunset facts do not establish a newly activated reporting date for every listed condition.
The retained framework requires diagnosing or treating providers and facilities to report each covered case in the department-prescribed format. It permits departmental access and cost recovery if a facility does not report properly, and provides civil penalties for willfully refusing relevant record access. Information collected is confidential except as the chapter otherwise permits. Implementation is expressly limited to available funds. Actual disease designations, notice dates, formats, and funding implementation therefore remain necessary to determine a particular provider's reporting responsibilities; the law alone does not prove that every potential dementia category is newly reportable immediately.
