SB 526 revises affiliated primary clinic applications
Oct 11, 2026 edition · GC-2026-0224 · Published 2026-10-11 · Version 3 · Final
SB 526 revises the affiliated primary-care clinic application route, including corporate signatures, qualified relocations, and replacement of a closing parent. Five-year licensing and safety conditions and the required corporate relationship remain; dispensing with an initial survey does not eliminate licensing inspections.
What happened
California enacted SB 526 on September 27 as Chapter 491. A corporation may use the affiliate pathway on behalf of at least one qualifying primary-care clinic with five immediately preceding years of valid, unrevoked, unsuspended licensure, no specified repeated or uncorrected immediate-jeopardy history, and no pending suspension or revocation. The application needs a board officer's, chief executive's, or executive director's signature. Parent and affiliate must share the specified nonprofit ownership, board, officers, medical direction, and clinical standards, and the parent cannot itself be an affiliate. The completed package and fee remain necessary.
A qualifying clinic may also apply to relocate through this route; CDPH may approve and issue an updated license without first surveying onsite. Before a parent closes, the corporation must request a qualifying replacement parent, with unchanged corporate-file material protected from unnecessary resubmission. The section retains 30 days from a completed affiliate application and seven days after approval for license issuance, and requires particularized written grounds if conditions are unmet and ordinary processing applies. Changes must use department forms, and CDPH remains free to conduct licensing inspections. These distinctions preserve conditional approval and inspection authority rather than promising automatic licensure for every move.
