USPS requires barcodes on Free Matter parcels October 4

USPS's Free Matter parcel changes became effective October 4, before this edition. Outbound and return parcels require both specified barcodes, while commercial mailers can incur package-quality or hazardous-material noncompliance charges. The category remains exempt from the separate Hazmat Handling Fee.

What happened

The September 1 USPS final rule became effective October 4, 2026, requiring Free Matter parcels for blind and other eligible physically handicapped persons to bear both an Intelligent Mail package barcode and an Intelligent Mail matrix barcode. The amended preparation standard expressly covers outbound parcels and returns, with preparation under the cited Domestic Mail Manual provisions. USPS explains that tracking and better processing visibility support delivery and that the required hazardous-material service-type coding improves transportation safety.

The rule distinguishes three fee issues. Free Matter pieces remain exempt from the Hazmat Handling Fee, but commercial mailers remain subject to the Hazmat Noncompliance Fee for undeclared or improperly labeled hazardous material. Commercial parcels failing the unique-barcode requirements can also incur the Package Quality Noncompliance Fee. These rules apply within the existing Free Matter eligibility framework, rather than granting every shipment postage-free status. For the October 11 edition, the barcode date has passed and the amendment is an implementation carryover rather than a future October 4 task.
