What happened

Georgia's Attorney General announced September 29, 2026 an indictment of Latisha Blake-Ulmer on three counts of neglect of a disabled adult. The grand jury returned the indictment September 23. The announcement concerns care of disabled adults in a Savannah group home, so the publication date and indictment date describe different steps in the same pending case. The charges remain allegations, and the defendant is presumed innocent.

The indictment alleges that residents were locked outside without adequate clothing or weather protection on multiple occasions. It also alleges that one resident's severe bruising and fractured collarbone went unaddressed for several days while in the caregiver's custody. The Medicaid Fraud and Patient Protection Division investigated after a complaint from Georgia's behavioral-health and developmental-disabilities department. The announcement does not report a conviction or a finding that all group-home care was deficient. Its specific allegations make resident observation, injury assessment, protection from environmental exposure and complaint escalation relevant control areas.
