Manhattan Beach therapist sentenced for covert recordings of minor patients
Oct 4, 2026 edition · GC-2026-0208 · Published 2026-10-04 · Version 2 · Final
Joseph Toews received 200 months in prison for producing child sexual abuse material through covert bathroom recordings at his workplace.

What happened
Joseph Toews, a Manhattan Beach family therapist, was sentenced September 29, 2026 to 200 months in federal prison following his June guilty plea to production of child sexual abuse material. The court also imposed a $50,000 fine, a $55,000 special assessment and 25 years of supervised release after imprisonment. DOJ reports that the recording device was in a publicly available women's bathroom in the building where he provided therapy. The record describes a criminal sentencing, rather than an OCR HIPAA settlement or a newly announced data-security rule.
According to the court documents described in the release, Toews installed the hidden device in a bathroom stall in January 2023 and captured at least 11 separate videos of minor victims, some of whom were his therapy patients. His plea agreement also admitted receiving child sexual abuse material during January 2023–December 2025. The clinical setting matters because physical privacy and safeguarding controls extend beyond electronic health records. Restricted access to patient-sensitive spaces, inspection for unauthorized devices and prompt escalation of concerns are practical responses to the documented mechanism, without implying that this release prescribes a specific inspection schedule.
