DEA final orders reinforce prescribing, pharmacy and affiliate controls

Six DEA administrative decisions address different conduct: affiliate manufacturing, pharmacy red flags, an unregistered site and unsafe prescribing. MedPharm’s application was denied; the other five cases revoke registrations. November effective dates do not erase earlier suspensions, expired authority or allegations the agency declined to sustain.

What happened

Three decisions published October 7 take effect November 6. MedPharm Research’s manufacturing application was denied after findings concerning commonly controlled affiliates’ unregistered manufacturing and recreational-market diversion; the order preserves a possible separate state-medical-license application route where applicable. Wellwise’s revocation follows unresolved dispensing red flags on at least 1,360 prescriptions. Arenbii’s revocation also concerns unresolved red flags, but DEA did not sustain a separate partial-fill allegation for insufficient facts. Both pharmacy registrations had already been immediately suspended in September 2025. These are administrative orders, and MedPharm’s application denial must not be described as revocation of an existing registration.

Three decisions published October 9 take effect November 9. Maui Clinic Pharmacy dispensed about three hundred controlled-substance prescriptions from an unregistered relocated site; an accountability audit found 4,779 unexplained dosage units across overages and shortages. Alexandra Lovec’s order rests on at least 109 prescriptions without legitimate medical purpose, inadequate examinations and records, and dangerous combinations. Vladimir Romaniv’s order addresses overlapping prescriptions, orders during a patient’s incarceration without examination, false clinic records and missing supervisor details; DEA did not sustain the stated thirty-day-limit theory for the schedule V codeine preparation. His New York registrations had been suspended in November 2025 and New Jersey controlled-substance authority expired in November 2023. Organizations should use each actual order and current status, not the later effective dates, to assess authority; a general prescribing lesson would miss the distinct manufacturing, location, inventory and rejected-allegation limits.
