Oct 11, 2026 edition · GC-2026-0175 · Published 2026-10-11 · Version 4 · Pending litigation
Georgia announced three neglect charges against Savannah group-home caregiver Latisha Blake-Ulmer. The indictment alleges residents were left outside without adequate protection and that a serious injury went unaddressed. These are pending state criminal allegations, not a conviction or findings about other homes.

What happened
Georgia’s Attorney General announced September 29 that a Chatham County grand jury had indicted Latisha Blake-Ulmer on three counts of neglect of a disabled adult. The indictment resulted from evidence presented September 23. The state says Blake-Ulmer managed and cared for disabled adults in a Savannah group home. Its Medicaid Fraud and Patient Protection Division investigated after a complaint from the Georgia Department of Behavioral Health and Developmental Disabilities.
The allegations concern repeated occasions when residents were locked outside without adequate clothing or weather protection. The state also describes a resident whose severe bruising and fractured collarbone allegedly went unaddressed for several days while under the defendant’s custody and control. These details identify supervision, protection and response to injury as the case-specific concerns. The Attorney General’s notice expressly preserves the presumption of innocence and the prosecution’s burden to prove the charges. It does not report a conviction, sentence or an adjudicated conclusion about the practices of other residential providers.
