DHCS explains reinstated asset limits for Pickle, DAC, and Disabled Widow or Widower groups
Sep 20, 2026 edition · GC-2026-0124 · Published 2026-09-20 · Version 2 · Final
DHCS’s ACWDL 26-16 restores January 2027 asset tests for specified groups with application, renewal, cure and transfer-review protections.

What happened
DHCS issued ACWDL 26-16 on September 17 for the Pickle, Disabled Adult Child and Disabled Widow/er Medi-Cal groups. Asset limits return no sooner than January 1, 2027 at $130,000 for one person plus $65,000 for each additional household member, up to ten people. For existing members, the test applies at the next annual renewal or an earlier change-in-circumstance redetermination when assets can be verified ex parte. Applications received before January 1 do not require asset verification merely because processing finishes later, and retroactive eligibility months before that date remain outside the restored test.
The letter requires a 90-day cure opportunity for renewal discontinuances due to missing asset information, with restoration if the person supplies it and is property eligible. It preserves protections for earlier renewals whose cure period crosses January 1 and limits new asset requests during unrelated change reviews. These groups follow SSI/SSP resource timing, with specified medical-expense and transfer rules; months January 2024–December 2026 are excluded from transfer review, which builds gradually to a full 30-month look-back by July 2029. Counties must avoid excess-property overpayment referrals for protected periods, use existing notice snippets, and CalSAWS must update by January 1. At this September coverage cutoff, training must distinguish these protections from a blanket immediate asset test for every member.

Why it matters
Eligibility errors can arise from applying the right limit at the wrong time or overlooking ex parte, cure and protected-month rules.
Recommended action
Map the letter’s limits and group-specific timing into screening, notices and escalation. Test pre-January applications, 2027 renewals, change reviews, cure cases and transfer look-back treatment before implementation.
