AB 2499 sets a future electronic exchange standard for claim support

AB 2499 requires electronic claim-support intake beginning May 26, 2028, with capacity, receipt and outage provisions.

What happened

California enacted AB 2499 on September 30. Beginning May 26, 2028, the amended claim-payment provisions require plans and insurers to accept electronic medical records and supporting documentation necessary to process a claim through a standard electronic submission method. The method may use a designated portal or the specified state and federal interoperability standards. Its file-size limits must be sufficient for medical records and supporting documents typically needed for claims, and the system must confirm electronic receipt. If a state or federal standard specifically governing file size, number or other submission capacity is adopted, that standard applies.

The new protection prohibits denying, pending or delaying a claim solely because the carrier’s system cannot accept documentation that otherwise meets its requirements. It preserves other lawful grounds for those actions and temporarily excepts circumstances beyond reasonable control, including power outages, natural disasters and cyberattacks. The chaptered text also reproduces payment and contest rules, including existing 30-day provisions; the future electronic-document requirement should be implemented as an intake and processing change rather than assumed to replace every claim deadline. As of October 4, the May 2028 start supports advance interface and vendor planning, without implying the new exchange duty is already in force.

Why it matters

Claims attachment capacity, receipt evidence and exception handling can affect processing even when the underlying claim and payment rules are unchanged.

Implementation playbook

  1. Inventory supporting claim information formats and affected payer interfaces. Revenue Cycle · Due 2026-11-15
  2. Confirm the final exchange standard and vendor dependencies as implementation specifications become available. IT · Due 2027-06-01
  3. Test affected claims support workflows before the expressly stated operative date. Compliance · Due 2028-05-26

Published long lead justification

The law expressly begins standardized claim support exchange on May 26, 2028, beyond 180 days; advance attachment standards, vendor dependencies and interface planning warrant retaining the implementation item.
