California directs DHCS to establish Medi-Cal vision performance measures
Oct 4, 2026 edition · GC-2026-0110 · Published 2026-10-04 · Version 2 · Final
AB 2756 directs Medi-Cal vision measures by 2028, with 2026 data published in 2029 and limits based on existing data sources.
What happened
California approved and filed AB 2756 on September 18. DHCS must establish vision-service performance measures no later than January 1, 2028 to evaluate utilization, access and availability for children and adults across fee-for-service and managed care, including specialized vision plans. Required measures include overall and per-provider utilization, annual rendering-provider counts and credentials, refractive-error diagnoses, examinations, screening tests, eyeglasses prescribed and dispensed. For eyeglasses fabricated by the California Correctional Training and Rehabilitation Authority, the measures include time between examination and receipt. Reporting uses aggregate counts and appropriate percentages with an equity framework based on available geographic and demographic factors.
The law limits calculation to existing DHCS data sources and does not require a new collection mechanism or additional data collection where a source is absent. By January 1, 2029, DHCS must post the measure list and corresponding calendar-year 2026 data, with annual performance data thereafter. An initial benchmark set is due by July 1, 2029 for use beginning in 2030 after evaluation of the initial three reporting years; plans and other stakeholders must be consulted. A separate annual complaints-and-grievances summary uses accessible existing sources and begins posting in 2029 for 2026. These are DHCS milestones, so preserving baseline data now does not imply every provider already owes a new bespoke report.

Why it matters
Reliable 2026 vision data can support later measures, but source limitations and DHCS specifications determine actual reporting rather than an assumed new collection duty.
Recommended action
Assign a vision-data owner, preserve available 2026 utilization and grievance records, document data gaps and monitor DHCS measure definitions and stakeholder consultation.
Published long lead justification
The statute uses a 2026 baseline and directs DHCS to establish vision measures by January 1, 2028, so baseline preservation and data-gap work must begin before the ordinary 180-day horizon.
