CMS collection comments: Medicaid-quality window closed; separate Part D and related window open until November 2
Oct 4, 2026 edition · GC-2026-0026 · Published 2026-10-04 · Version 2 · Proposed
The Medicaid-quality PRA window closed October 2, while the separate retail-pricing, BHP and 2028 Part D application collection notice remains open until November 2.
What happened
Two CMS notices have different comment clocks. The September 2, 2026 OMB-review notice for CMS-10249 and CMS-10553 closed October 2, before this edition. It concerns Money Follows the Person administrative reporting and Medicaid managed-care quality information, including state strategies, evaluations and quality-rating displays. The separate September 1 proposed-collection notice sets November 2, 2026 for comments. It covers retail drug acquisition-price surveys, Basic Health Program information and applications for 2028 Part D contracts, so that opportunity remained open as of October 4.
The September 1 notice describes monthly pharmacy acquisition-cost surveys supporting NADAC, proposed BHP information changes distinguishing funding from program eligibility, and applications used to assess Part D applicants or service-area expansions. Organizations must still satisfy the relevant application and CMS approval processes; a PRA notice does not award a contract. Both notices invite review of collection usefulness, burden and information quality. Closing the October 2 opportunity neither adopts those proposed revisions nor closes the November 2 opportunity, and the two notices should not be given one shared deadline.

Why it matters
Different collection stages and deadlines require separate comment decisions. These notices do not themselves establish a new provider implementation deadline or award a 2028 contract.
Recommended action
Retain any October 2 submissions and assess the September 1 supporting forms for a November 2 comment decision. Identify the exact collection and submit through the notice’s specified route.
