CMS seeks comments on Part D data, OPO designation and home health cost-report collections

CMS opens separate comment windows for Part D event data, OPO designation forms and the home-health cost report.

What happened

CMS’s October 1 notice submits a revision of the Part D prescription-drug-event data collection, CMS-10174, for OMB review with comments due November 2. The notice describes claims-level records supporting payment calculations, validation, quality monitoring and program oversight, including use by sponsors and related administrators. Comments are directed through the OMB thirty-day review process. As of October 4, this is a collection-review opportunity; the notice does not itself finalize a new reimbursement policy or prescribe every proposed record-layout change.

A separate September 29 sixty-day notice, with comments due November 30, seeks reinstatement without change of OPO designation and benefits-agreement forms CMS-576/576A and extension of the home-health agency cost report CMS-1728-20. The OPO forms concern designation and agreement to applicable Medicare requirements; the home-health report supports reimbursement, rates and financial analysis through its specified worksheets. These collections have different affected preparers, purposes and submission routes from the Part D notice. Organizations should match burden, clarity and automation comments to the correct identifier rather than combine the windows or characterize all three as cost-report revisions.

Why it matters

Relevant sponsors, OPOs and home-health cost-report preparers can assess reporting burden and usability before the distinct comment windows close.

Implementation playbook

  1. Assign relevant preparers to assess the collections and submit comments only through the normal organizational approval process. Finance · Due 2026-11-02
  2. Record the applicability assessment and validate the affected workflow with its operational owner. This is an internal review target, not an additional statutory deadline. Compliance · Due 2026-10-12
