What happened

The Office of Refugee Resettlement’s October 1 notice corrects the July14 assistance-period notice from eight to twelve months for both Refugee Cash Assistance and Refugee Medical Assistance. ORR says it reached the twelve-month period after further review under 45 CFR 400.211 and identifies the specific references being corrected. The notice concerns these assistance programs rather than an across-the-board change to Medicaid eligibility.

Recipients are directed to implement the corrected period within thirty days of Federal Register publication, consistent with the cited regulation. As of October 4, that implementation window remains open. Eligibility and patient-assistance teams should identify cases governed by the affected programs and reconcile state implementation instructions before communicating a duration or changing a case; the correction itself does not establish any particular person’s complete eligibility.

Why it matters

Using the erroneous duration could shorten assistance for affected cases, while other coverage pathways retain their own eligibility rules.

Implementation playbook

  1. Review applicable refugee medical assistance cases and reconcile state implementation and outreach instructions before changing eligibility workflows. Patient Access · Due 2026-10-31
  2. Record the applicability assessment and validate the affected workflow with its operational owner. This is an internal review target, not an additional statutory deadline. Compliance · Due 2026-10-12
