California directs DHCS to establish Medi-Cal vision performance measures

AB 2756 directs DHCS to build Medi-Cal vision measures from existing data, with measures due January 2028 and initial 2026-data publication due January 2029. Its later benchmark process and no-new-collection limitation shape provider and plan preparation.

What happened

DHCS must establish vision-service measures by January 1, 2028 for children and adults across fee-for-service and managed care, including specialized vision plans. The statute identifies utilization, examination-to-eyeglass delivery time for specified state-fabricated glasses, rendering-provider counts and credentials, diagnoses, examinations, screenings, prescriptions, and dispensing. Reporting should use aggregate numbers and appropriate percentages and an equity framework using available geographic and demographic factors. DHCS need only calculate measures for which existing data sources are available.

By January 1, 2029, DHCS must publish the measure list and calendar-year 2026 results, with later annual reporting. After evaluating the first three reporting years beginning in 2026, it must set initial benchmarks by July 1, 2029 for use in 2030 and update them thereafter. The annual vision complaint/grievance summary likewise relies on existing accessible sources. These provisions do not require a new data-collection mechanism where information is absent or impose an immediate provider submission. Preserving baseline data and monitoring specifications are preparation for the agency's staged program.

Why it matters

Plans and vision networks will need reliable baseline, encounter, access, utilization, complaint, and grievance data that can be stratified as the statute requires.

Published long lead justification

The January 2028 measure-development milestone exceeds 180 days, but initial publication uses 2026 baseline data. Preserving existing encounter, access, utilization and complaint data now supports later vision-measure and stratification work without inventing a new provider reporting duty.
