CMS seeks comments on Part D event records and provider cost-report collections

CMS opens separate PRA reviews for Part D event records and OPO/home-health collections. The notices have different comment deadlines and approval stages, making the exact form and reviewing channel material to any response.

What happened

The October 1 notice sends a revised Prescription Drug Event collection, CMS-10174, to OMB review with comments due November 2. CMS explains that claims-level records support Part D payment calculations, reconciliation, validation, quality monitoring, and program integrity. The identified users include plans, PBMs, third-party administrators, and pharmacies. A collection-review notice describes the reporting instrument and its stated uses; it does not itself announce a new covered drug benefit or demonstrate that OMB has completed approval of the revision.

The September 29 notice separately requests November 30 comments on reinstating OPO designation/agreement forms CMS-576 and CMS-576A without change and extending the home-health cost report CMS-1728-20. The latter supports reimbursement, rate-setting, and financial analysis; the OPO forms support designation and the Medicare agreement. These are sixty-day proposed-collection reviews, distinct from the PDE notice's thirty-day OMB stage. Preparers should identify the applicable collection and comment route rather than treating November 2 as a common deadline for every form named in the combined article.

Why it matters

Plans, PBMs and affected cost-report preparers can evaluate reporting burden and proposed collection details.

Implementation playbook

  1. Assign relevant preparers to assess the collections and submit comments only through the normal organizational approval process. Finance · Due 2026-11-02
  2. Record the applicability assessment and validate the affected workflow with its operational owner. This is an internal review target, not an additional statutory deadline. Compliance · Due 2026-10-12
