Refugee medical assistance period corrected to twelve months

ORR corrects the Refugee Cash Assistance and Refugee Medical Assistance eligibility period to twelve months. Its thirty-day implementation instruction concerns those assistance programs and does not establish a general Medicaid coverage duration.

What happened

The October 1 correction addresses a July 14 notice that had extended the eligibility period for Refugee Cash Assistance and Refugee Medical Assistance. After reviewing the considerations in 45 CFR 400.211, ORR changes the stated period from eight to twelve months for both programs. It directs correction of the summary and three specified supplementary-information paragraphs, so the corrected duration is not limited to medical assistance while leaving the cash-assistance period at eight months.

The date provision says recipients should implement the change within thirty days of Federal Register publication, consistent with 45 CFR 400.211(b). October 31 is the corresponding thirty-day implementation target used here. The short correction does not decide an individual's eligibility or reproduce state case-processing and outreach procedures. Eligibility teams therefore need to apply the corrected assistance-program duration to relevant cases while separately checking state implementation and the other requirements governing those cases, rather than promising twelve months of Medicaid to every person with refugee status.
