AB-1811 Health professionals

AB 1811 proposed broader state shortage-area recognition and revised licensing-board workforce reporting.

What happened

AB 1811’s retained proposal would define a health professional shortage area for specified California programs to include an HCAI-determined shortage area, a currently federally designated area, or one federally designated on January 1, 2025 even if that federal designation later ended. The definition would operate until January 1, 2035, with HCAI revocation authority under the stated conditions. This proposed state recognition does not itself preserve a federal designation or guarantee eligibility for every federal incentive.

The bill also proposes collection or requests for workforce data at license issuance and at least biennially, with a temporary issuance exception for the speech-language/audiology/hearing-aid board, and monthly board-to-HCAI transmission. Added fields include inpatient and outpatient hours and formal sliding-fee availability. Licensees cannot be required to provide the listed information as a renewal condition or disciplined for not supplying it; confidentiality and aggregate-release protections remain. Conditional coordination language with SB 1271 would require assessment of both enactments and their order. These proposed changes were not current mandatory individual reporting duties during this coverage.
