AB-1973 Abortion: authorized procedures

AB 1973 proposed removing a first-trimester limitation while retaining professional scope and training requirements.

What happened

AB 1973’s retained proposal would remove the first-trimester restriction in the authorization for appropriately licensed professionals to perform abortions. It retains the requirement for a valid, unrevoked and unsuspended license or certificate authorizing the function, and revises associated nurse-practitioner, nurse-midwife and physician-assistant training provisions. Procedural-abortion competence would require both clinical and didactic training through the specified routes. A general license or completion of online coursework alone would not establish the required procedural competence.

For a nurse practitioner or certified nurse-midwife performing a procedural abortion beyond the first trimester, the proposal requires written consultation, collaboration, referral and transfer parameters for cases exceeding education, training or experience, through the prescribed physician-linked policies or procedures. Physician assistants retain their own practice-agreement and competency conditions. The bill does not authorize surgical abortion outside the applicable professional scope. These remain proposed changes during September 13–19, so clinical privileges and existing legal requirements continue to govern practice pending any final enactment.

Why it matters

Clinical programs need role-specific competency and transfer arrangements rather than interpreting removal of one gestational limitation as unrestricted procedural authority.
