AB-1575 Lanterman Developmental Disabilities Services Act

AB 1575 proposed person-centered terminology across the Lanterman Act, while retaining individualized service planning.

What happened

AB 1575’s retained enrolled proposal would replace “consumer” with “person eligible for regional center services” throughout the Lanterman Developmental Disabilities Services Act, update related terminology and remove gendered language. The change would affect statutory references used by regional centers and developmental-services providers in records, notices and communications. During the edition’s September 20–26 coverage window, the retained text remained a proposal for terminology changes.

The retained Section 4512 continues to describe developmental disability in terms of onset before age 18, an indefinite duration and substantial disability, with listed conditions and related qualifying disabilities. It separately addresses provisional eligibility for certain children under five and reassessment before age five. Services and supports are determined through the individual program plan process using the eligible person’s needs and preferences, service options, effectiveness and cost-effectiveness. A terminology change therefore should not substitute for an individual eligibility or service-plan determination, and forms should preserve those distinctions when updated.

Why it matters

Regional centers and providers may need consistent terminology across records and communications without confusing naming changes with individual eligibility or service authorization.
