AB-1811 Health professionals

AB 1811 proposes expanded workforce data and a temporary state shortage-area definition while preserving voluntary licensee responses and privacy limits.

What happened

AB 1811 proposes defining health-professional shortage areas for state-law purposes to include current federal designations, areas federally designated on January 1, 2025 even if later removed, and areas HCAI determines have shortages. The proposed definition would last until January 1, 2035 and allows HCAI to revoke the specified preserved or state-created designations. It is not a declaration that every state-designated area receives every federal program benefit or that a future designation is already approved.

The bill also proposes workforce collection or requests at initial licensure and at least biennially, additional fields including inpatient/outpatient hours and sliding-fee availability, and monthly board-to-HCAI transfers. A named speech/audiology/hearing board has a July 2027 initial-issuance exception, and coordination with SB 1271 has express enactment/order conditions. Licensees still cannot be required to provide the listed workforce information as a renewal condition or disciplined for withholding it; confidentiality and aggregate-release limits remain. For the covered week, these are proposed planning and reporting changes with different agency and individual roles.
