AB 2150 proposal closed after enactment, final implementation appears in GC-2026-0136

AB 2150’s proposal closed with September 20 enactment; final naloxone-training assessment appears in GC-2026-0136.

What happened

AB 2150 was enacted September 20 as Chapter 384, ending its status as a pending proposal. The enacted section covers California employers that require employees to obtain CPR certification training: those employees must also receive an EMSA-approved online video module on naloxone use, with the employer paying the cost. The module is separate from the CPR curriculum. Under ordinary commencement, the statute takes effect January 1, 2027; the September signature establishes the law’s final text rather than an immediate training deadline.

Employees whose existing CPR, first-aid or other training EMSA determines meets or exceeds the statutory standards can satisfy the requirement without a separate module if the employer retains documentation. EMSA approves content covering overdose recognition, response and administration, but the section does not assign it ongoing employer-compliance monitoring. Training creates no independent duty or authority to administer medication or expand clinical scope. Existing staffing does not itself exempt a covered employer, and more protective training requirements can still control. GC-2026-0136 addresses final implementation; this proposal-monitoring item remains closed.

Why it matters

The closed proposal remains useful history, while preparation should use the enacted scope, equivalent-training documentation and January 2027 commencement.
