AB 2562 requires suicide prevention policies in covered substance-use programs
Oct 4, 2026 edition · GC-2026-0080 · Published 2026-10-04 · Version 2 · Final
AB 2562 requires suicide-prevention plans in covered substance-use treatment facilities and certified program manuals. The law provides a DHCS guidance route and a January 1, 2031 regulatory deadline for the new plan provision; that date is assigned to the department.
What happened
California enacted AB 2562 on September 27, amending the requirements for covered alcohol or other drug recovery and treatment programs and facilities. Health and Safety Code section 11832.8 adds a suicide-prevention plan to the minimum policies and procedures kept in a certified program’s operation manual, alongside admissions, client rights, services, medication and conduct policies. Section 11834.26(h) separately requires a licensed facility to develop a suicide-prevention plan. The enacted text addresses both program documentation and licensed-facility planning rather than a single generic training requirement. The enactment is the event reported here; the applicable commencement of these provisions must be confirmed separately.
For the licensed-facility provision, DHCS may implement the requirement through a bulletin, all-county letter or all-provider letter after stakeholder input until regulations are issued. The department must promulgate implementing regulations for that provision no later than January 1, 2031. That is a department rulemaking deadline, not a universal provider implementation date. The surrounding licensed-facility section retains separate recovery, treatment and withdrawal-management requirements and other DHCS deadlines, so the suicide-plan addition should be tracked independently from those existing program controls.

Why it matters
A program needs to establish which licensed and certified operations are covered and where the plan belongs in its policies. Waiting for the 2031 regulatory deadline without addressing the new enacted duty could confuse agency rulemaking with provider preparation.
Recommended action
Confirm the applicable commencement before treating the new provisions as current duties. Prepare the following for implementation at that commencement: Review applicability and prepare a documented plan with clear staff responsibilities and records appropriate to the program. Track DHCS bulletins, provider letters and regulations, including their applicable commencement instructions, and keep the department’s 2031 deadline separate from provider action dates.
