What happened

Effective October 1, 2026, the approved amendment to title 22, California Code of Regulations, section 97046.4 extends the skilled nursing facility annual consolidated financial report deadline to eight months after the facility's fiscal year-end. The Office of Administrative Law approved the regular rulemaking on August 12, and the filed form bears the same date. The three-page approval package identifies the subject as extending the SNF consolidated-report due date and specifies October 1 as the effective date. Unlike a measure merely signed during September, this amendment was already effective by the October 4 issue.

The attached amendment page shows the operative change directly: 'four' months is struck through and 'eight' is inserted. Although that attachment retains a proposed-amendments heading, it accompanies the approval notice and endorsed filing, so those pages must be read together to establish the adopted change. The provision concerns the annual consolidated financial report and measures the interval from the SNF's fiscal year-end. It does not establish a new calendar deadline for every HCAI filing or change other reporting schedules by implication. Finance should therefore map the revised interval to the correct report and fiscal year-end while retaining distinct calendars for other submissions.

Why it matters

The extension changes the consolidated-report calendar, but broad application to unrelated HCAI filings could create missed deadlines.
