California expands Covered California plan options and application intake

AB 1907 adds Covered California enrollment options and a complete-application pathway through the Statewide Automated Welfare System beginning July 1, 2027. The September enactment also revises enrollment notices and preserves federal-law requirements when they conflict with the listed state enrollment periods or coverage dates.

What happened

California chaptered AB 1907 on September 14 as Chapter 204. Its replacement Government Code section 100503.4 becomes operative July 1, 2027 and directs Covered California to use an eligible individual's transferred account or complete SAWS application to enroll people determined eligible for Exchange financial assistance. Listed options include the lowest-cost silver plan, a plan covering other members of the modified-adjusted-gross-income household, the identified reduced-cost-sharing option for an eligible Indian, and an available plan offered by the person's previous managed care plan. The Exchange determines among the statutory options; the law does not establish that the future intake system has already launched.

Enrollment notices must arrive before coverage becomes effective and explain the selected plan, alternatives and deadlines, help with selection, the right not to enroll, appeal information, and how to effectuate coverage. Where a premium is due, instructions address paying by the deadline; where none is due, they address opting in. The premium due date cannot be earlier than the last day of the first enrollment month. Separate plan and insurer provisions require the listed enrollment periods and coverage dates except where inconsistent with the cited federal rule, in which case federal requirements apply.
