Johann Farley, M.D.: DEA registration order

DEA ordered Johann Farley's registration revoked effective October 29 after mandatory exclusion and procedural default, adjudicating the matter despite an expired registration.

What happened

DEA's Johann Farley decision was signed September 21 and published September 29, 2026, with an October 29 effective date. The agency found a June 2024 health care-fraud guilty plea and a resulting mandatory federal health-program exclusion effective May 20, 2025 for at least 12 years. Those are the earlier grounds considered in the registration proceeding. The final DEA action is distinct from the underlying criminal case and exclusion.

Farley initially requested a hearing but did not submit a prehearing statement after two opportunities, and DEA upheld the resulting default and termination of proceedings. The decision also notes that his registration expired September 30, 2025 and explains why DEA nevertheless adjudicated the matter to finality. It orders revocation and denial of specified pending applications in Indiana. Procedural default is therefore material to the administrative outcome, and registration expiration did not erase the proceeding. Compliance review should connect exclusion, credential and case-management records without implying that the future final-order date authorized practice under an already-expired registration.

Why it matters

An expired registration does not eliminate an administrative case, and missed procedural deadlines can determine the outcome alongside underlying exclusion findings.

Operational lessons

  • Check controlled-substance authority independently of professional licensure, and review counterparties implicated by the specific order.
